This Congress, that thirty-five nations attended, was held jointly at Berlin and Munich. The exhibition "Life and Organisation of Local Government" held in Berlin, was run in direct conjunction with the Congress. The design of this issue is a symbolic one; the mother (local government) looking after her children (the town’s people) safe within the castle-like structure of local government administration.
